All Heavy Weapons require two hands except the Mounted Lances.

The Flail and Morningstar may use an off hand shield for passive defense only if the wielder has a Dexterity score in excess of 14 as the off hand is used primarily as a stationary pivot for swinging these flexible weapons

Specifically the offensive use of a Buckler through Kite Shield, when the primary weapon has been lost or destroyed. The addition of spikes (type P) and/or a bladed edge (type C) adds an additional die of damage as well. For the more common use of a shield as a (secondary) defensive weapon see the shield table for appropriate blow modifiers.
